1. First of all import your picture to Photoshop. I’m using this picture:

2. Now we have to choose colors from this picture, as I said earlier that every picture has Natural Color Palette, we are going to find it. First duplicate this picture by pressing Ctrl+J key. Now run the command Filter >> Pixelate >> Mosaic, give 15 in Cells size (depending upon the size of your picture). Try to give bigger number so that you may not find difficulty picking the color by Eye Dropper Tool.

your picture will turn into Pixels as:

3. Now we are going to pick some color for the background, first I’m going to make some boxes and filling those boxes with colors I’m going to pick. So that we will use these colors as background. I’ve made 10 boxes so I’ll choose 10 Colors. Pick Rectangle Tool and draw 10 boxes of any size and color:

4. Now we have to pick some colors as we are watching 3 colors in maximum (Blue, Red and Green) and 1 color in minimum (i.e. Yellow). Pick eye dropper tool and pick 3 shades of Blue, from darker to lighter, 3 shades of Red, 3 shades of Green and 1 shade of yellow, one by one and fill the left black boxes one by one as:

5. You can easily check from the bottom Color Wheel, which of these are Warm Colors and which are Cool colors:

6. Now delete the Mosaic picture and give 1 px white inside border to original picture as:

7. Now there are two options for us to use colors, one is to use same left colors one by one in the background and it will give your picture better look. The second option is to use the opposite color of each color from the top Color wheel and fill those colors in the background. Now I’m going to use same Left colors one by one in the background, so you can have better idea which color will make your picture Prominent, here are all 10 colors in background (I’m going to hide all left 10 colors so that we may have better look of picture):

so after watching all these 10 background, simply choose that color which you think is making your picture more prominent and thus it really solve your problem I think.

8. Now I’m going to use some color from the opposite colors but in Text. So that you may have some idea about the contrast of the colors. I’m going to use Opposite colors of Red, Green and Blue as:
